The Tom Lucas Partnership was founded as a firm of chartered quantity surveyors in Blackpool in February 1960 and relocated to Preston in 1985. The company changed its status from a partnership to a private company in August 2007. The practice is managed by one director, Stephen R. Cottam, B.Sc., M.R.I.C.S. a Chartered Quantity Surveyor who qualified in 1991.
With over 30 years’ experience in both public and private sector work, he’s dealt with everything from minor maintenance works to multi-million pound school extensions. Experienced in project co-ordination and CDM co-Ordinator roles, during his career he has been involved with a wide range of local authority projects including Lancashire County Council, Wyre Borough Council and Bolton Metropolitan Council. Stephen has recently acted as project co-ordinator and quantity surveyor on the impressive Poolfoot Farm Training Facility for Fleetwood Town FC.
